lots of water in my Compost bin

Okay, I've been composting for about 2 or 3 months now. I don't keep my bin in the kitchen I left it on the back patio. Well through the winter it froze and now it is breaking down but today when I went to mix it. It has a lot of water in it. It does smell sweet with a mix of coffee,citrus and rotting food and I found a carrot with white mold on it. I'm wondering if I should empty the water out. I was thinking of using it to water my new seedlings.
